The Cuban Missile Crisis defined the presidency of John F. Kennedy. But during the same week that the world stood transfixed by the possibility of nuclear war between the United States and the Soviet Union, Kennedy was also consumed by a war that has escaped history's attention, yet still significantly reverberates today: the Sino-Indian conflict.
As well-armed troops from the People's Republic of China surged into Indian-held territory in October 1962, Kennedy ordered an emergency airlift of supplies to the Indian army. He engaged in diplomatic talks that kept the neighboring Pakistanis out of the fighting. The conflict came to an end with a unilateral Chinese cease-fire, relieving Kennedy of a decision to intervene militarily in support of India.
Bruce Riedel, a CIA and National Security Council veteran, provides the first full narrative of this crisis, which played out during the tense negotiations with Moscow over Cuba. He also describes another, nearly forgotten episode of U.S. espionage during the war between India and China: secret U.S. support of Tibetan opposition to Chinese occupation of Tibet. He details how the United States, beginning in 1957, trained and parachuted Tibetan guerrillas into Tibet to fight Chinese military forces. The United States did not abandon this covert support until relations were normalized with China in the 1970s.
Riedel tells this story of war, diplomacy, and covert action with authority and perspective. He draws on newly declassified letters between Kennedy and Indian leader Jawaharlal Nehru, along with the diaries and memoirs of key players and other sources, to make this the definitive account of JFK's forgotten crisis. About the Author
Bruce Riedel is senior fellow and director of the Brookings Intelligence Project. Riedel joined Brookings following a thirty-year career at the Central Intelligence Agency. He served as a senior adviser to the last four U.S. presidents on South Asia and the Middle East. In 2009 President Obama made him chairman of a strategic review of American policy in Afghanistan and Pakistan. Riedel has also been an adviser to the British government.

Straightforward and long overdue account of a Cold War crisis
The brief India-China war of October-November 1962 has received little attention from major media because it occurred at the same time as the Cuban Missile Crisis. Riedel, a former career CIA officer, has provided us with a much-needed straightforward account of events leading up to that clash, and of the aftermath.
Riedel concludes that “The events of 1962 created the balance of power, the alliance structure, and the arms race that still prevail today in Asia.” More than fifty years later, the boundary between India and China (including Tibet) remains the longest disputed border in the world.
Riedel emphasizes the importance of individual leaders in shaping events, particularly President Kennedy, Ambassador to India John Kenneth Galbraith, Indian Prime Minister Nehru, and Pakistani President Ayub Khan. Jackie Kennedy gets headline treatment in one chapter.
The story begins in the 1950s, when Eisenhower was President and the CIA supported Tibetan rebels against China from bases in Pakistan. The reader learns of the self-righteousness of India’s neutrality policy and Pakistan’s chronic sense of insecurity and betrayal by the United States.
Events in Tibet in 1959 provoked India’s “Forward Policy,” a series of incremental decisions that led to the deployment of Indian troops in the disputed border region of the Northeast Frontier Agency. India, suffering a humiliating defeat, turned to the Americans and the British for military assistance. Riedel opines that the U.S., India, and probably Great Britain would have gone to war with China if the Chinese had not withdrawn their forces in November 1962.
Riedel had access to many declassified U.S. documents that support his narrative. He tells the story primarily from the perspective of U.S. relations with India and Pakistan, with less about the Chinese side. He offers lessons learned about the role of intelligence in foreign policy decisions.
During the year before the Sino-Indian clash, this reviewer was a Ph.D. candidate whose proposed thesis concerned the political contest between India and China in the 1,800 mile border region extending from Ladakh in the West to the Northeast Frontier Agency. (Riedel notes that India regarded Bhutan and Sikkim as protectorates; Sikkim is now an Indian state.). The war led India to deny access by foreigners to much of this area, ending my Ph.D. candidacy and sending me into a long career in the U.S. Foreign Service.

A Revalation

During the entire period covered by this book I was on my first overseas assignment as the most junior Foreign Service Officer at the American Embassy at Kathmandu, Nepal. The accounts in the book of all public and a few official events coincide with my recollections. However, I had no contemporary knowledge of the events in Washington and New Delhi nor of the central role Ambassador Galbraith played in guiding events. We were so far out of the loop that Galbraith arranged for copies of much of the correspondence to be hand carried by a FSO to the Ambassador in Kathmandu. My enduring memory of this time is having drinks outside the officers' mess at the British Gurkha Depot in south-eastern Nepal, when the news of the Chinese offensive arrived. I remember there was a discussion of the arms available - beside the soldiers kukris; some officers had sporting shotguns. A veteran officer finally suggested that the officers' swords be sharpened. The next morning the commander of the Indian Army pension post to the north rode in on his pony to find out what the British knew.

Very will written account of behind the scene diplomatic maneuvering between the great powers at a very contentious time in history where the risk of unleashing nuclear armageddon was button push away.
The role of the USAF and RAF resupplying Indian forces facing China is little known and discussed in India.I guess it would not fit the Nehru image of being the solitary leader of the non aligned movement. Also the events leading to the genesis of the present day Sino-Pak relationship is outlined and was news to me.
Overall I found it very informative and a quick read. I was hoping it would be longer and cover the present day dynamics between the various powers.
